As owner of Civic Research, Fred Smoller is experienced in conducting both quantitative and qualitative research studies. He received his Ph.D. in political science from Indiana University, and also attended the Inter-university Consortium for Political and Social Research at the University of Michigan. He has conducted numerous surveys and focus groups.

Smoller was a Vice President at Forde and Mollrich, a political consulting firm in Newport Beach. He did strategic planning, polling, focus group research, statistical analysis, message testing, video production, and public outreach. He is now affiliated with West Group Research.
